I used recommended amount and it dropped to 2ppm so doubled amount and I have noticed massive reduction in diatoms. Haven't tested again since Sunday but maybe you need to use more phosguard if silicates or phosphates are high. Maybe I'll try that. What I use to do was get a siphon and actually siphon out that top layer of gravel sand, just enough so the Diatoms are sucked up. I would recommend using phosguard which can remove phosphate and silicates. But if you have noticed that they are slowly going away every water change I wouldn't change anything.
